Hot-In-Place Recycling Highways: Fraser Valley - H7 and H9 (100.8 Lane KM)
July 12, 2025
This spring, the British Columbia Ministry of Transportation and Infrastructure (MoTI) awarded a major rehabilitation project targeting 100.8 lane kilometres along Highway 7 and Highway 9 through the Fraser Valley between Bridal Falls and Harrison Hot Springs. With a budget of approximately CAD 7.75 million spanning resurfacing and hot in place recycling, the project aims to rejuvenate the pavement to improve ride quality and extend corridor life.
Contractor ARC Asphalt Recycling Ltd. leads on-site execution, employing high-efficiency hot in place (HIR) resurfacing techniques. This method heats and reworks existing pavement in situ - thereby smoothing cracks, ruts, and surface anomalies - before recompaction and final surfacing. By reclaiming and reusing existing material, HIR cuts material imports, hauling, and disruptions - making it an eco savvy and cost-effective alternative to conventional mill and fill reprofiling. Kontur Geotechnical Consultants was engaged by ARC Asphalt to provide comprehensive quality control following MoTI specifications. Our mandate included: This initiative supports MoTI's broader asset management strategy in infrastructure rehabilitation. By leveraging HIR, the ministry addresses pavement distress and ride comfort while reducing carbon output by minimizing import/export hauling and reusing 100% of existing pavement. Moreover, Kontur's QC oversight helps ensure that environmental guidelines are met and that pavement lifecycle performance aligns with ministry targets. The H7/H9 HIR project represents a forward-thinking step for MoTI, pairing sustainable construction with fiscal discipline. Kontur's involvement underscores the critical role of on-site QC - ensuring that materials, processes, and environmental controls all meet rigorous standards. As the Fraser Valley corridor enters a smoother, greener era, this initiative could serve as a model for future highway rehabilitation in BC.Kontur's Quality Control Role
